DCP Project

Beyond the purpose of the ranking, the technical working group has decided unanimously to expand this initiative to all local governments throughout Malaysia hence the introduction of DCP State Champion (formerly known as 1 State 1 DCP Champion) led by Local Government Department (JKT), Ministry of Housing and Local Government (KPKT), in cooperation with Malaysian Institute of Architects (PAM) and MPC. Until today, enormous effort has been carried out to promote this DCP State Champion initiative to the local government and get the buy-in from the State Secretary and Local Authorities.

The technical working group has identified the development at highway (Pembangunan Tepi Lebuhraya) is one of the areas which requires improvement for further efficiency in obtaining construction permits. This initiative encompasses the project of developing new petrol stations and expanding the current petrol stations.

The petroleum companies (PetCo) find the process and procedures of getting the approval as cumbersome as the applicants need to undergo a series of resubmission process. Besides that, the oil companies take a lengthy time to obtain the Sijil Kesempurnaan Pembinaan (SKP) due to high number of procedures.

Therefore, Lembaga Lebuhraya Malaysia (LLM), highway concessionaires and MPC agreed to work collaboratively to:

  • Improve the current process of getting SKP.
  • Develop a standard guideline that will serve the reference for PetCo to get the SKP.

It is acknowledged that there were challenges faced by businesses in complying with the different technical requirements in their process of setting up a new private hospital. Therefore, it is crucial to streamline and harmonize the relevant regulatory requirements across the ministry and multiple agencies, and also other relevant stakeholders in improving the efficiency of process.

In the course of harmonizing and streamlining the different requirements in the existing policies, getting feedback through consultations and collaborating with relevant stakeholders are important to ensure that all stakeholders’ concerns are included and thought thoroughly, eliminating duplications for better productivity and weighing socio-economic benefits.
